You can not reduce the amount of melanin cells you have. The reason your skin darkens is due to the exposure to sun. The UV rays causes the the cells to darken. To make your skin fair is for your minimize your exposure to the sun. Use a sunblock. You can also use a skin lightening/whitening cream.
