I can't get my hair to not spike up?

Okay this is really annoying - I have one side of my hair in the back that keeps spiking up (I tried to straighten it but that didn't keep it down) and the other is flat and won't spike up so I figured I would try to make the other side flat. (the back is in really short layers.)

I have:
Strong hold hairspray
Hair putty
and a straightener
a teasing comb

How do I get it to stay down?
