It depends to some extent on your hair. Is it naturally curly at all? If so, I would just get a really good layered haircut and use mousse and a wide barrel curling iron to get big waves. Don't wrap your hair around the iron barrel for too long if you want big waves.Don't blow dry curly hair if at all possible! shampoo and condition it and towel it dry. If you have little or no natural curl, you probably have to get a perm or at least a body wave which can be expensive if done right. Whatever you try, you'll look really cute I bet!
