how can you get bigger legs with out working out?

well to get bigger legs without working out and not gaining weight is not all that possible but there is this exercise where you hardly break a sweat. you stand on a step, whether it be outside or in, both feet together but slightely apart and you stand on the balls of your feet for like 2 seconds then go back down on your heels so your feet are flat. it may get boring but hey thats what music is for

and there's a chance you just may not have gotten those kinds of genes. i have a friend who's 35 and she hates her skinny legs but she can't do anything about it she's tried but she won't gain weight in that area it goes to her stomach and arms and that's it
you can try WORKING OUT and getting the muscles to grow bigger but there is no guarantee it will work.

that is a difficult one to answer, without really pushing the muscles in your legs to a certain limit you can't really increase the size. Maybe try walking up and down your stairs more often, but at a relaxing pace, so your legs are working and you do not get tired. Or when sitting down watching TV, just keep extending your legs, straighten them and return back to knees bent position, Maybe ride a bicycle rather than walking, or getting a car somewhere. But depending on your genetics, you could find this easy or very difficult. There is no real way to increase in size without working out, unless eating really badly.
